Are drones posing security threat in Nepal?

Pokhara–Recentfusion.com: In recent months, we could find dense presence of drones in Nepali sky. There was not any particular law regarding drone-use before April 25 earthquake last year, in Nepal but the government later issued rules about the use of drone which is also known as unmanned aerial vehicle (UAV).

One should apply in Civil Aviation Authority of Nepal to obtain permission of drone-use in Nepali sky .Many Nepalese and foreigners were granted to use drone following the development of its Flight Procedure, 2015. The government had issued such procedure in a bid to avert the security threats. As per the procedure, the drone couldn’t be flown over crowds of people. Likewise, others privacy should also be respected. Use of drone is not allowed in military and airport areas too.

One should submit personal and drone details to authorities to have the permission of drone for personal and commercial use. There are three kinds of UAVs — automatic, programmable and remote controlled device to be operated through radio transmission.

There could find several kinds of drones like beginner drones, intermediate drones, advanced drones, specialized drones, heavy lift payload drones and fixed wind long range drones in market. Nepali security forces in recent days have arrested so many foreigners for breaching the drone use procedures and for illegal use of such device. Few months ago, two Chinese scribes were nabbed for taking pictures in the restricted area of Nepali Army Headquarters in Bhadrakali.

A growing number of visitors coming for trekking on the Annapurna Circuit were found to be using illegal drone-cameras. Police had arrested Michael and Aja Tosar from Upper Mustang on December 2, 2015 and a Ukrainian Domitrov Polikal from Poon Hill area on March 17 using the illegal drone-cameras. Similarly, Police held three American citizens for using drone camera in Kusma Bazaar of Parbat district few days ago. They were reportedly sightseeing around highest bridge on the way back to Pokhara from Mustang.

Drone fitted with cameras are used especially to take aerial pictures and videos. The situation of landslides also was monitored by drone in Nepal. Such device helps in rescue and relief tasks too. They also are use in rescue, conservation, anti-poaching activities, and the film shooting. Recently Nepal Police has used drone to manage the traffic during the visit of President Bidhya Devi Bhandari in Kamalpokharai on the occasion of Chhat Festival. Likewise, such device was used to monitor security situation during the civic felicitation of Indian President Pranab Mukherjee Nepal visit.
