Kathmandu—The Supreme Court of Nepal has today reversed the decision made by Cabinet on February 12 that appointed the Jaya Bahadur Chand as the chief of Nepal Police. The decision also paved the way for DIG Nawaraj Silwal to promote as the head of Nepal Police.
Chief Justice Sushila Karki including Justices Hari Krishna Karki, Ishwar Prasad Khatiwada, Ananda Mohan Bhattarai and Anil Kumar Sinha’s full bench announced a final verdict on the writ registered against the appointment of Chand.
The verdict says that the decision of appointment didn’t follow the regulation and norms while promoting the Chand. The verdict also directed the Nepal Government to pick a new IGP from among the DIGs as per the Rule 41 of Nepal Police Regulation.
Advocate Kapil Dev Sharma and DIG Silwal had registered the writ against the appointment of Chand as a top most police officer. Following the writ, the apex court had stayed the decision and stopped Chand from assuming the office.
Four DIGs —Nawa Raj Silwal, Jaya Bahadur Chand, Prakash Aryal and Bam Bahadur Bhandari — were the candidates for the top post as all the non-technical AIGs were retiring on the same day along with IG Upendra Kant Aryal.
